Guidelines for the responsible conduct of research and for handling allegations of misconduct (the RCR guidelines) have been published by the Finnish National Board on Research Integrity TENK, which is appointed by the Ministry of Education and Culture in Finland. The RCR guidelines have been drafted in co-operation with the Finnish research community. (In the 2023 guideline, the term responsible conduct of research (RCR) has been changed into research integrity (RI).)

Ethical review means advance scrutiny and evaluation of a research plan in the light of the ethical practices generally followed in that particular discipline of science, with special emphasis on preventing any harm that the research or its results might cause to the research subject.

Finnish National Board on Research Integrity TENK is an expert body of the Ministry of Education and Culture, which is appointed by the Ministry on a proposal from the scientific community. TENK was established by decree in 1991 to handle ethical issues related to scientific research and to promote research integrity.

According to the decree, TENK

Support for quality books is a purchase subsidy granted to municipal libraries annually by the Ministry of Education and Culture. The purchase subsidy covers all Finnish municipalities except those in Åland.

The subsidy aims to make high-quality literature of low circulation more readily available. It also helps public libraries increase and diversify their collections and expand their range of material to readers.
