The purpose of the EOSC Finnish Forum Coordinating Committee is to facilitate the work of the EOSC Finnish Forum, ensure an inclusive participation of Finnish stakeholders in it and promote the Finnish interest in the EOSC Association. (Read more how the EOSC-FF is structured.)

 The EOSC Finnish Forum Coordinating Committee gathered 28 November after a busy autumn and a fruitful EOSC Symposium 2022. Sara Garavelli informed the Coordinating Committee about the 5th EOSC Association General Assembly (28-29 November) and reflected on the past Symposium. More than 400 participants gathered in Prague 14-17 November, and the atmosphere was good. The EOSC Community seems more mature now, and the European Commission remarked the need to showcase tangible results by 2025.

Anu Nuutinen gave updates from the EOSC Steering Board (EOSC SB) and briefly presented the results of the first round of the EOSC SB survey. You can familiarize yourself with the results via EOSC Observatory: https://eoscobservatory.eosc-portal.eu/home

Nuutinen noted that the first round gave important input for the EOSC SB on how to better formulate instructions for financial monitoring. The second round of EOSC SB survey is broader than the previous. The data collection runs until April 2023.

The Coordinating Committee also discussed the EOSC SB policy papers on data literacy, sovereignty on FAIR data, and EOSC & the for-profit partners. The policy papers will be soon published by the European Commission.

Next EOSC Finnish Forum Coordinating Committee meeting will take place Wed 11 January 2023.

23.2.2022

The Coordinating Committee discussed the draft answers to the survey National EOSC-Supporting policies and investments developed by the EOSC Steering Board’s subgroup-A. Anu Nuutinen informed that the EOSC SB will also launch a second survey with a different scope later on.  In addition, Per Öster presented CSC´s answers to the EOSC Association´s survey to its members, EOSC-A Members´ Contributions to additional activities survey 2022.

Sara Garavelli presented other updates from the EOSC Association and tripartite annual event.  The Multiannual Roadmap (MAR) is the main part of the EOSC Strategic Research and Innovation Agenda (SRIA) that will be updated at this point in time (SRIA 1.1) A public consultation to gather input and feedback for the EOSC MAR 2023-2024 will be opened in March 2022. The annual tripartite event of the EOSC Partnership will be organised in conjunction with the EOSC Symposium 2022 (14-17 November, Prague). Garavelli also informed that EOSC Association is planning the collaboration with new EOSC projects funded in the last Horizon Europe call.

Lastly, Anu Märkälä presented the EOSC Finnish Forum´s Engagement and Communication Plan for 2022. The year 2022 will open with an EOSC FF Café on the 17th of March 2022 focused on the EOSC Association achievements in 2021 and the plans for 2022.

The Coordinating Committee will have an extraordinary meeting at the end of the March to discuss the EOSC Steering Board survey answers and will convene in a regular meeting in mid-April.

Anu Nuutinen informed that the next EOSC Steering Board meeting will take place Wed 9 February (edit: postponed towards mid-February). The tripartite event was successfully organised as a virtual event in December 2021. The EOSC Finnish Forum Coordinating Committee mainly discussed the draft answers to the survey National EOSC-Supporting policies and investments developed by the EOSC Steering Board’s subgroup-A. Next Coordinating Committee meeting will be scheduled later.

7th Meeting 9.11.2021

Anu Nuutinen shared updates from the EOSC Steering Board meeting (25 October). She informed that the EOSC monitoring survey has been shortened based on the previous discussions and feedback. The survey will be launched soon and the Coordinating Committee discussed how to best organise the work to fill in the survey for Finland. The structure of the EOSC Steering Board for the next year is being discussed.

Sara Garavelli informed that the next General Assembly of the EOSC Association (EOSC-A) will take place 10 December. Provisional members and observers of EOSC-A will be officially accepted and three new Directors will be elected to the Board of Directors to fill in the positions of the Directors whose terms come to an end this year. Garavelli also informed that the EOSC-A Task Forces have started working.

Anu Märkälä informed that four EOSC Finnish Forum members were granted a free registration to the 18th RDA Plenary in the open call organised by EOSC Finnish Forum at the end of October. The blogs of the awardees will be published later in November at avointiede.fi.

 

6th Meeting 13.10.2021

 

Anu Nuutinen shared updates from the EOSC Steering Board meeting (29 September). She informed that Slovenian EU Presidency will organize an ERA event at the end of November 2021 and that new ERA forum will take place in February 2022. She also summarised the discussion around the survey that the Steering Board is preparing to monitor Member States´ investments in EOSC. The Coordinating Committee discussed the draft survey and development needs. Anu Nuutinen will take the feedback to the Steering Board.

Sara Garavelli presented the list of EOSC Association Task Force members selected from Finland and reminded the Coordinating Committee to review and validate the study “National Structures – An overview of the national EOSC coordination and engagement mechanisms in Europe” for Finland. The study was conducted by CSC in the context of EOSCsecretariat.eu project and will be published later in October.

The next meeting will take place on Tuesday 9 November 2021.

5th Meeting 25 August 2021

Sara Garavelli shared updates from the EOSC Association and informed that the call for EOSC Association Task Force members closed 30 July 2021. It attracted more than 500 applications. Due to the high number of applications the final selection has been postponed from the end of August to September. She also informed that the 3rd General Assembly (GA) of EOSC Association will take place in written format at the end of August.

Anu Nuutinen and Juha Haataja shared updates from the EOSC Steering Board meeting (June 2021). Main discussion topics were the plans of the Steering Board for the year 2022 and the survey to monitor Member States´ investments in EOSC. The Coordinating Committee discussed the survey and how it could be improved.

Anu Märkälä presented the past and up-coming communication and engagement activities and informed that EOSC Finnish Forum has been accepted to the Year of Research-based Knowledge 2021.

The next meeting will take place 13 October 2021.

4th Meeting 9 June 2021

Anu Nuutinen and Juha Haataja shared the updates from the EOSC Steering Board meeting which had taken place 26 May. The Memorandum of Understanding (MoU) between the European Commission and the EOSC Association will be signed in June to officially launch the partnership, and the first meeting of the EOSC Partnership will be also organised.  

EOSC Steering Board had also discussed the upcoming call for EOSC Association Task Forces, contributions of countries to EOSC in national, regional and institutional levels, and organized the work of their subgroups that are responsible for following up different aspects related to EOSC (including policies and KPIs).

Per Öster and Sara Garavelli explained how the call for EOSC Association Task Forces is organized and reported the feedback gathered in the EOSC Association & Task Forces webinar (7.6.2021). The Coordinating Committee agreed that EOSC Finnish Forum should promote the call actively to the Finnish stakeholders and arrange coordination at national level.

Sara Garavelli presented briefly how the study on EOSC engagement mechanisms at national level is progressing and how the session at EOSC Symposium (15.6.2021) will be organized.

Lastly, Anu Märkälä informed the Committee on the past and upcoming communication and engagement activities and informed that the current number of EOSC-FF members is 95.

The next meeting will take place 25 August. 

3rd Meeting 20 April 2021

Juha Haataja (OKM) and Anu Nuutinen (AKA) reported back from the second EOSC Steering Board meeting which took place on the 8th of April. EOSC Steering Board has approved its workplan and set as objectives to create a common understanding between the Commission, the Member States and the countries associated to Horizon Europe on the direction of policy developments required for achieving the strategic, political and implementation objectives of the EOSC and to pursue alignment of national policies and investments relevant to the European Open Science Cloud.

Sara Garavelli and Per Öster (CSC) gave updates on the EOSC Advisory Groups that will be launched before the summer by the EOSC Association. For more details on the EOSC Advisory Groups you can consult the presentation given by Sarah Jones, GEANT & EOSC Association Director during the EOSC & RDA Event held on the 23rd of April 2021. A call for members will be launched in late May.

The EOSC Finnish Forum Coordination Committee acknowledged that there is a need to streamline the communication about EOSC at large.

Anu Märkälä (CSC) informed that EOSC Finnish Forum has currently 86 members. She also presented the past and upcoming communication and engagement activities. The next public EOSC-FF webinar will be organized in May and it will address the topic of new Advisory Groups and how to join them.

The next meeting of the Coordinating Committee will take place on the 9th of June 2021.

2nd Meeting 10 March 2021

In the second meeting of the Coordination Committee, Anu Nuutinen (AKA) and Juha Haataja (OKM) informed about the newly established EOSC Steering Board. It is composed of representatives from the Member States and Associated Countries and chaired by the European Commission. EOSC Steering Board has an advisory role towards the EOSC Association.  Watch a video of the previous Governance sharing ideas and suggestions for effective implementation of EOSC

The initial list of the Advisory Groups of the EOSC Association was discussed. It was noted that new organizations willing to join the Association will be considered as provisionally accepted members of the Association before the next General Assembly where the membership will be confirmed. Hence, they will be able to suggest candidates for the Advisory Groups.

The Coordinating Committee were also informed about the upcoming EOSC & RDA webinar (25.3.2021) and the associated open call as well as the current EOSC-FF membership statistics.

The next meeting of the Coordinating Committee will take place on the 20th of April.

1st Meeting 20 January 2021

The EOSC Finnish Forum Coordinating Committee held its first meeting on the 20th of January 2021 in advance of the official launch of EOSC Finnish Forum (EOSC-FF). There were three topics on the agenda. Firstly, the Coordinating Committee agreed on its ways of working and meeting schedule for 2021.

Secondly, the committee discussed the proposal for the on-boarding process to join EOSC Finnish Forum and the engagement plan related to it. Everybody endorsed the suggestion to keep the on-boarding process as simple and inclusive as possible and welcomed the first ideas for engagement activities. It was agreed that the EOSC-FF Office and the representatives of the Federation of Finnish Learned Societies will discuss the engagement plan in more detail to align it with the communication and engagement mechanisms of the National Open Science Coordination.

Lastly, the Coordinating Committee agreed on the roles and responsibilities in view of the upcoming webinar “EOSC in Finland and in the European Context” which would take place on the 25th of January.

The next meeting will take place on the 10th of March 2021.
